“Teachers, are you a bully?” A school administrator, commenting on his district’s decision to include teacher behavior in its anti-bullying policy, complained that it would be difficult to distinguish between bullying behavior and classroom management strategies. Bullying: What is Bullying?
Bullying happens when someone with more power hurts someone with less power over and over again. Power may be physical strength, social skill, verbal ability or another resource. A person is bullied when he or she is exposed regularly and over time to negative action on the part of one or more persons (Dan Olweus, 1984).

What is Character Education?
Character education is a national movement creating schools that foster ethical, responsible, and caring young people by modeling and teaching good character through emphasis on universal values that we all share. It is an intentional, proactive effort by schools to instill in their students important values such as caring, honesty, fairness, responsibility, and respect for self and others (Character Education Partnership). Parents are the primary moral educators of their children. An effective character education program in the schools supports the home by encouraging positive character development.
