Gifted Education and Governor's SchoolsDonna L. Poland, Ph.D. Ruth Grillo, Specialist The Commonwealth of Virginia provides services to identified students, kindergarten through grade twelve. The Virginia Board of Education adopted the current Regulations Governing Educational Services for Gifted Students, which outline the requirements of the local plan for the education of the gifted that school divisions must submit to the Department of Education for approval. Currently, local plans for the gifted are renewed every five years. Each division is required to submit an annual report, "Programs for the Gifted," to the Department of Education. The requested information relates to numbers of students served by grade and program area. The annual report requests information on the number and ethnicity of students referred for gifted services as well as information about the school division's teachers of the gifted and the training they have received. Information contained in the division's annual report or its local plan may be obtained from the local gifted education coordinator.
