SUBJECT:	1998-2000 Composite Index of Local Ability-to-Pay

  The attached reports list the 1995 base-year data used in
  calculating the 1998-2000 Composite Index of Local Ability-to-Pay.
  Attachment A includes the total Adjusted Gross Income
  (AGI) for each locality.  Attachment B lists the Adjusted
  Gross Income excluding non-resident AGI for localities whose
  total AGI is comprised of three percent or more from non-residents 
  of Virginia.  Attachment C provides an example of the formula used
  to calculate the composite index for 1998-2000.
