ADMINISTRATIVE

Attached are copies of the 1999-2000 Final Title I Maximum Basic Authorization Grant
Allocations and the Supplementary Concentration Grants totaling $113,094,414 for 
counties, cities, and towns.  These entitlements are allocated to the Commonwealth
of Virginia under the provisions of Public Law 103-382.  The U.S. Department of 
Education allocated the total grant amounts in two phases:  Phase 1 - July 1, 1999 
(approximately 20 percent) and Phase 2 - October 1, 1999 (approximately 80 percent).
Certain school divisions will receive concentration funds appropriated under Title I
of the Improving America's Schools Act of 1994, as amended by Public Law 103-382.  
This supplementary appropriation should be added to the Maximum Basic Authorization 
for the total amount available in the 1999-2000 school year.  

The Maximum Basic Authorization for 1999-2000 is subject to further adjustments for 
implementing the Bypass provision of Section 1120 of Public Law 103-382 for services
to children enrolled in private schools.  The Maximum Basic Authorization for each 
of the affected school divisions has been adjusted downward.  
Separate accounting procedures for the Maximum Basic Authorization and Supplementary
Concentration Grants are not required.  These funds may be carried over to the 
2000-2001 school year.  Project applications for 1999-2000 should be submitted to 
the appropriate Title I specialist, Office of Compensatory Programs, Division of 
Instruction.
