Attached are copies of the 1999-2000 Final Title I Maximum Basic Authorization Grant Allocations and the Supplementary Concentration Grants totaling $113,094,414 for counties, cities, and towns. These entitlements are allocated to the Commonwealth of Virginia under the provisions of Public Law 103-382. The U.S. Department of Education allocated the total grant amounts in two phases: Phase 1 - July 1, 1999 (approximately 20 percent) and Phase 2 - October 1, 1999 (approximately 80 percent). Certain school divisions will receive concentration funds appropriated under Title I of the Improving America's Schools Act of 1994, as amended by Public Law 103-382. This supplementary appropriation should be added to the Maximum Basic Authorization for the total amount available in the 1999-2000 school year. The Maximum Basic Authorization for 1999-2000 is subject to further adjustments for implementing the Bypass provision of Section 1120 of Public Law 103-382 for services to children enrolled in private schools. The Maximum Basic Authorization for each of the affected school divisions has been adjusted downward. Separate accounting procedures for the Maximum Basic Authorization and Supplementary Concentration Grants are not required. These funds may be carried over to the 2000-2001 school year.
