On April 20,
2005, the Virginia Board of Education granted final approval to the
implementation of the attached requirements for highly qualified special education
teachers and revisions to the High Objective Uniform State Standard of
Evaluation (HOUSSE) to include special education teachers. The Virginia Department of Education (VDOE)
has developed the attached question and answer document to assist school divisions
with the implementation of the 2004 Individuals with Disability Act (IDEA)
requirements for highly qualified teachers of special education.
