The Division of Finance & Operations distributes funds to school divisions and provides technical assistance to school divisions in the areas of accounting, budget, pupil transportation, school nutrition programs, school facilities, and procurement. The division also provides services to the department in the areas of human resources, risk management, accounting, budget, financial systems and reporting, procurement, and internal support services. Marie G. Williams – Director
The Office of Tax Credit Programs, Procurement and Fixed Assets is responsible for providing technical assistance and ensuring compliance with state statutes and regulations related to the Neighborhood Assistance Act Tax Credit Program for Education, the Education Improvement Scholarships Tax Credits Program, procurement and fixed assets. Christopher A. Sorensen – Director
Contact the Budget Office
The Office of Budget works closely with agency staff, the Department of Planning and Budget and the General Assembly to develop and implement VDOE's Central Office and Direct Aid to Public Education biennial budgets. The office provides information and technical assistance regarding public education funding to school divisions, the General Assembly, state agencies and professional organizations. It is also responsible for the Standards of Quality funding model, the Superintendent's Annual School Report, other state and federal financial reports, and the Literary Fund school construction loan program. Catherine Digilio-Grimes – Director
Contact the Office of School Nutrition Programs
The Office of School Nutrition Programs administers the following United States Department of Agriculture programs: National School Lunch, School Breakfast, Afterschool Snack, Summer National School Lunch and Summer School Breakfast. Federal program funds are distributed through VDOE to participating school divisions and residential child care institutions for meals and snacks served to students. Ongoing training, resources, technical assistance and on-site monitoring are conducted by VDOE school nutrition program staff to ensure regulatory compliance. The guiding vision is to assure that every Virginia child has the opportunity to make healthful choices that will enhance academic and physical performance and promote lifelong health. The Office of Support Services provides technical assistance to local school divisions on pupil transportation and school facilities issues. Pupil Transportation Services develops school bus specifications, conducts trainer certification and updates pupil transportation regulations. Facilities Services provides technical assistance on matters of school planning, construction and maintenance. This office also provides agency support for the mailroom, shipping and receiving, copy center, vehicle fleet, office space, and emergency procedures. Annette Sherrill – Director
The Office of Financial Systems and Reporting is responsible for providing technical assistance and ensuring compliance with state and federal requirements related to accounts receivable and IRS 1099 reporting; enhancing and providing technical support for the Online Management of Education Grant Awards (OMEGA) system; reporting required state and federal financial information; and providing technical assistance related to payments, reports and compliance to localities and VDOE employees. The Director for Business and Risk Management promotes sound internal control policies and procedures. His responsibilities include implementation and compliance with the State Comptroller's Agency Risk Management and Internal Control Standards Directive, review and monitoring of audit-related issues including local education agency subrecipients. The director is also responsible for reviewing and ensuring compliance with the continuity of operations plan and investigations arising from the State Employee Fraud, Waste and Abuse Hotline.

The Office of Fiscal Services is responsible for payments to school divisions, including entitlement payments and state and federal reimbursement requests and for providing technical assistance and ensuring compliance with state and federal regulations related to payroll, travel reimbursement, vendor payments and the small purchase charge card program.
