The Division of Instruction assists local school divisions in the design and implementation of instructional programs with emphasis on the implementation of high academic standards designed to increase student achievement. The division provides technical expertise and leadership in the areas of professional development, parental involvement, positive educational environments and the interpretation of federal and state initiatives, policies, regulations and guidelines. The division provides workshops and other training opportunities for educators and works collaboratively with public and private agencies, associations, foundations and consortia to address educational needs and concerns.
Office of Early Childhood Development

The Office of Early Childhood Development provides a unified approach to managing early childhood development services for the commonwealth’s young children and their families. The inter-agency office is supported by Virginia Department of Education and Virginia Department of Social Services staff. Through a liaison, the office works with the Virginia Department of Health to effectively integrate early childhood health-related programs. Responsibilities include coordinating and administering services for children from birth to age 5 including the Virginia Preschool Initiative, Even Start, Head Start, childcare subsidies, provider services and other state-level early childhood development efforts.

Office of Elementary Instruction

The Office of Elementary Instructional Services provides leadership, coordination and support of instructional programs related to kindergarten through fifth grade. Instructional programs include English & language arts, history & social science, mathematics and science. The office provides professional development and technical assistance to school division personnel in the implementation of Virginia’s elementary-level Standards of Learning. Staff responds to inquiries from educators, parents and other citizens of the commonwealth. Responsibilities also include the coordination of the Early Intervention Reading Initiative and Reading First.

The Office of Middle and High School Instruction provides leadership and services by coordinating a range of programs and activities to support student academic achievement and success. The responsibilities of the office include English-language arts; the fine arts; health, physical education and driver education; gifted education and Governor’s schools; history, social sciences and international education; mathematics; science; school counseling; and foreign languages. The office coordinates grant, scholarship and online student tutorial programs; provides professional development opportunities and technical assistance to school division personnel and responds to inquiries from the educators, parents and other citizens of the commonwealth.

The Office of Program Administration and Accountability assists local school divisions with implementation of the requirements under the federal No Child Left Behind Act of 2001 through professional development, technical assistance and program monitoring activities. Additional responsibilities include administration of state requirements associated with charter schools and regional alternative education programs.
