| SUBJECT: | Clarification on LPT Summer Testing |
A number of school divisions have asked whether they must offer students the opportunity to participate, on a voluntary basis, in the Summer 1996 administration of the Literacy Passport Test (LPT). While students' and parents' decisions to participate are on a voluntary basis, the requirement to offer the opportunity for students to take the test is not. School divisions that feel they do not have the personnel or resources to independently offer the Summer LPT administration are encouraged to collaborate with neighboring divisions to make the offering on a regional basis. Some school divisions have also asked if they may charge a fee to cover the administrative costs that may be associated with the Summer LPT administration. At this time, State Board regulations do not authorize localities to charge such a fee.
