Certifications Regarding Lobbying, Debarment;
and Drug-Free Workplace |
Under the provisions of Parts 82 and 85 of the Education Department General Administrative Regulations (EDGAR), lower-tier recipients of federal funds (school divisions) must complete certifications regarding lobbying, debarment, suspension, and drug-free workplace requirements. Approved combined certification forms (ED 80-0013 and 80-0014) are attached. The attached disclosure of Lobbying Activities form should not be completed unless the division has or intends to engage in lobbying activities. School divisions may complete a single set of the attached certification forms to cover all federal programs for which they will apply and receive funding during the fiscal year beginning July 1, 1996. The certification forms and a list of applicable federal programs are attached. Please check programs applicable to your school division, complete the certificate, and submit both to the Office of Compensatory Programs, Division of Instruction, Virginia Department of Education, P. O. Box 2120, Richmond, Virginia 23218-2120 by July 31, 1996. School divisions that are recipients of Impact Aid may have already submitted the combined form directly to the U. S. Department of Education. Those divisions also are requested to complete the attached forms and forward them to this Department. Questions may be directed to Mr. George H.
