Report of Summer School Average Daily Attendance
(ADA)--1996 Summer School |
Enclosed is a copy of the data collection form, Report of Summer School Average Daily Attendance, 1996 Summer Term (SA.089), and the instructions for completing the form. Each year the Department of Education is required by law to file State aggregate expenditure and attendance (ADA) data for the preceding fiscal year with the U.S. Department of Education (USDOE). The USDOE then uses the expenditure data and the ADA data in calculating State per-pupil expenditures which are used in part in determining Federal allocations for ECIA Chapter 1, Impact Aid, Handicapped Education Aid, and Indian Education Aid. It is important that the data we report be as accurate as possible so that Virginia receives its equitable share of these funds. All applicable Board of Education pupil attendance regulations, definitions, instructions, and procedures are to be followed in the recording and retention of summer school pupil attendance. Please return one copy of the attached reporting form to the address provided on the form by September 20, 1996. Please note this is a change in the due date from the date listed in the Department of Education Calendar of Reports. RTL/dmb Attachments: This memo and its attachment will be sent to the superintendent's office 8/96 INSTRUCTIONS Report of Summer School Average Daily Attendance (ADA) Summer School, 1996 Each school division is to complete the attached Report of Summer School Average Daily Attendance, 1996 Summer School. If your school division did not operate a summer school, check the "no" response and respond zero to each question. If your school division operated a summer school, check the "yes" response and report the requested information using the definitions provided below. Summer school average daily attendance (ADA) for the division is determined by: 1.) calculating ADA for each class; 2.) summing ADA across all classes in each school; and 3.) summing ADA across all schools in the division. Class ADA is calculated by dividing the aggregate days attendance (total days present) by the number of days the class is in session. When a pupil is enrolled in more than one class, days present should be counted only in one class each day. For purposes of this report, refer to the definition and explanation of summer school as specified under program code 600, Summer Program, of the Financial Section of the 1989-90 Annual School Report (See Regulatory Supts. Memo. No. 9, March 15, 1989). This is as follows: Definition: The school session for elementary and secondary students carried on during the period between the end of the regular day school term and the beginning of the next regular day school term. Include expenditures for summer schools, both regular and remedial, administered by the regular school authorities and supervised in a structured program by the principal (or other person serving in that capacity) of the school which is sponsoring the summer program. On the attached report, include attendance data only for pupils participating in a program as defined above and for which expenditures are made under program code 600. Do not include attendance data for pupils in program code 500, Other Programs (Co-Curricular) or program code 800, Non-Regular Day School Programs (Headstart, Preschool). The completed report must be signed by the division superintendent and returned to the Department of Education by September 20, 1996. The return address is provided on the reporting form.
