SUPTS. MEMO. NO. 58
August 23, 1996

ADMINISTRATIVE

TO: Division Superintendents
FROM: Richard T. La Pointe
Superintendent of Public Instruction
SUBJECT: 1996-97 Public Law 94-142 Part B Grant Awards For Special Education

This memorandum is the official grant award notification
under the provisions of Public Law 94-142, the Individuals
with Disabilities Education Act (IDEA).  The Grant Award is
based on the per pupil amount of $375.00 times your
division's December 1, 1995 count of children with
disabilities ages 3-21.  The amount of flow-through funds
available to each division is reflected on the attached
grant award list.  The award was predicated upon the
approval of your 1996-97 Annual Plan for Special Education
and Part B Funding application by the State Superintendent
  of Public Instruction.

The total state grant has increased slightly. However, there
is a reduction in the per pupil amount due to  a
disproportionate increase in the number of children served
to the increase in the appropriation for IDEA.
The grant period is from July 1, 1996 through September 30,
1998, and funds are obtained through a cost reimbursement
process.  Your division's expenditures will be reimbursed
based upon an approved budget reflecting the actual award
amount.  If a budget amendment is necessary, please submit
to Tony Faina, Office of Special Education Services,
Virginia Department of Education, P. O. Box 2120, Richmond
  VA  23218-2120.

Reimbursement for expenditures pursuant to this program can
not be honored if program or budget modifications are
implemented without prior approval.  Funds available under
the provisions of IDEA, Part B, must be used to provide
special education and related services to children with
disabilities as outlined in your division's approved 1996-97
  application.

Questions pertaining to these awards may be directed to Tony
  Faina at (804) 225-2700.

Attachment:  This memo and its attachment will be sent to
               the superintendent's office.
