SUPTS. MEMO. NO. 8
June 28, 1996 |
| TO: | Division Superintendents |
| FROM: | William C. Bosher, Jr.
Superintendent of Public Instruction |
| SUBJECT: | Extracurricular Activity Sponsorship Contracts |
The Virginia General Assembly, in its 1996 session, amended Section 22.1-302 of the Code of Virginia to require local school boards to provide a separate contract for teachers who are receiving monetary supplements for extracurricular activity sponsorship assignments. This requirement is effective July 1, 1996. The amended statute defines extracurricular activity sponsorship as "an assignment for which a monetary supplement is received, requiring responsibility for any student organizations, clubs, or groups, such as service clubs, academic clubs and teams, cheerleading squads, student publication and literary groups, and visual and performing arts organizations except those that are conducted in conjunction with regular classroom, curriculum, or instructional programs." The statute requires that local school boards execute separate contracts for extracurricular activity sponsorship in a form prescribed by the Board of Education. To meet this requirement, the Board has developed a model contract based on the existing coaching contract. (See attachment.) Department of Education staff is in the process of revising Regulations Governing the Employment of Professional Personnel, 1994, to reflect the statutory amendment. The revised publication will be distributed to local school divisions in the near future. If you need additional information regarding the model contract, please contact Thomas A. Elliott, Division Chief for Compliance, at (804) 371-2522. WCBJr/TAE/jr Attachment: This memo and its attachment will be sent to the superintendent's office.
