SUBJECT: Transmittal of the 1997 Legislative Bill Book

 
  Enclosed are two copies of the legislative bill book
  entitled Education Bills Passed & Joint Resolutions Agreed
  to by the 1997 General Assembly.  All of these bills are
  effective July 1, 1997, unless otherwise indicated.

  This publication will serve as a compilation of actions of
  the 1997 General Assembly session until such time as the
  Virginia School Laws is again updated.    We have used a
  looseleaf format to permit you to reproduce all or part of
  this document for use in your division.

  Please note the following two items:

  (1) The provisions addressing K-12 education in HB 1700,
  this year's budget bill, are set out in the first section
  entitled "Appropriations."  The budget bill sets out only
  those provisions that have changed since the passage last
  year of HB 30, the 1996-1998 biennial budget.  Consequently,
  there will be instances in HB 1700 where you will find the
  language "not set out."  The actual budget language for that
  provision can be found in last year's bill book, which was
  transmitted to you via Superintendent's Memorandum No.122,
  Informational, dated June 28, 1996. 

  (2) In the "Legislative Information" attachment transmitted
  via Superintendent's Memorandum No. 77, Informational, dated
  May 2, 1997, we highlighted that the Governor had not yet
  signed HB 2481 addressing technology resource assistants. 
  The Governor signed that bill on April 30, 1997, and it is
  set out as Chapter 923  on page 132.
