| SUBJECT: | Board of Education 1998-2000 Budget Request |
The 1998-2000 biennium budget request for Direct Aid to Public Education has been adopted by the Board of Education and submitted to Governor Allen for inclusion in his budget. The total request includes approximately $338 million to maintain the current level of the educational program required by the Standards of Quality. Attachment A provides information relating to the SOQ. A printout reflecting the per pupil amounts for each locality is provided at Attachment B. Information on the schools eligible for the reduced pupil to teacher ratios for kindergarten through grade 3 is provided in Attachment C. The Board is also requesting additional funding in technical amendments to other Aid to Locality accounts to cover the increased costs of certain programs required by state or federal statutes. Attachment D provides information relating to the technical amendments for other accounts. A revised composite index has not been computed at this time. Data for this computation is expected from the Department of Taxation in November. A new index will be sent to school divisions when available, which should be by the end of November. It is important to remember that this information relates to the Board of Education's approved budget request. The Governor will take these recommendations under consideration as he prepares his budget for submission to the 1998 Session of the General Assembly. The 1998-2000 budget will not be finalized until mid-March of 1998. When the Governor releases his budget in December, individualized sheets with estimated entitlements will be sent to divisions. Additional information will be provided as changes occur.
