SUBJECT: Universal Service Applications


     The Schools and Libraries Corporation has released
applications  and instructions for Universal Service discounts
which are included as attachments to this memo. These
applications (forms 470 and 471) must be completed and submitted
to the Schools and Libraries Corporation in order to receive
discounts on telecommunications services during 1998.

     The Telecommunications Act of 1996 created the mechanism for
the Universal Service discount program in order to ensure schools
and libraries are able to purchase telecommunications services at
affordable rates. Eligible schools and libraries will receive
discounts on telecommunications services, Internet access, and
installation and maintenance of internal connections. Discounts
range from twenty to ninety percent based on relative wealth and
location.

     There is a filing window of 75 days during which all
applications received will be treated equally. The filing window
is expected to open in mid January. Applications received after
the filing window will be funded on a first-come first-served
basis.
