Virginia is being asked to respond to a national questionnaire assessing the effectiveness of Title VI of the Elementary and Secondary Education Act, as amended by the Improving America's Schools Act of 1994. Title VI provides flexible formula funding to all school divisions in the state to implement and support innovative education projects based on the needs of the school division and its schools. The purpose of the evaluation resulting from this questionnaire is to measure the overall impact of Title VI on the improvement of education, specifically on curriculum and instruction, on staff, and on students. The data collected will be used to compile state and national reports that assess and describe the impact of the Title VI program for the school years 1995-96 and 1996-1997. States, divisions, and schools that receive the funds have an obligation to collect and report data that is sufficient to evaluate the program. Responses to the questionnaire are requested from the school division and each participating private school in the division. A copy of the questionnaire and directions are enclosed and should be duplicated as needed. Respondents should answer those sections and items that are applicable to the Title VI-funded grant activities. The school division should collect and submit all questionnaires no later than April 10, 1998, to Mrs. Chancie Dunkley, Office of Compensatory Programs, Virginia Department of Education, P. O.
