The Appropriation Act for fiscal year 1999 includes $12,459,159 for incentive payments to school divisions to assist in implementing the Standards of Learning. Funds shall be used to purchase textbooks and/or instructional materials that are related to the Standards of Learning. Payments to school divisions shall be based on the state share of $20 per student in adjusted average daily membership and shall be made to any school division that certifies to the Department of Education that such funds will be used to purchase textbooks and/or instructional materials that support implementation of the Standards of Learning. The certification shall include a plan or description of the purpose for which the funds will be used. Localities receiving the incentive payments are required to match these funds based on the Composite Index of Local Ability to Pay. Divisions interested in receiving incentive payments to assist in implementing the Standards of Learning should complete the attached form and submit it to Jo Lynne DeMary by September 15, 1998.
