| SUBJECT: | Survey of Private Nonprofit School Participation in Title II-Dwight D. Eisenhower Professional Development Program, Title IV-Safe and Drug Free Schools and Communities, and Title VI-Innovative Education Program Strategies for 1999-2000 |
The Elementary and Secondary Education Act of 1965, as amended by the Improving America's School Act of 1994, provides in Section 6402 of Title VI and in Section 14503 of Title XIV that children enrolled in private nonprofit elementary and secondary schools are eligible to participate in programs authorized under the act. Each school division is obligated to inform private school officials within the division's attendance area that students in privatenonprofit schools are eligible to participate in the Title II-Eisenhower Program, the Title IV-Safe and Drug Free Schools programs, and Title VI-Innovative Education Program Strategies. Each school division is responsible for ascertaining the number of students enrolled in private schools that will participate in these programs. The attached forms are for collecting the 1997-98 enrollment data to be used to compute the entitlements for the 1999-2000 school year. The first form is the Private School Intent to Participate form which may be duplicated and used to collect participation data for Titles II, IV, and VI. It is suggested the form be sent by registered mail and that records be maintained of mail certification and delivery. The second form is the Private School Participation Summary. This form must be used to report the number of private school students participating in each of the three programs. The original signed copy of this form must be returned to Ms. Doris West, Senior Budget Analyst, Department of Education, P. O. Box 2120, Richmond, Virginia 23218-2120, on or before September 18, 1998. Allocations cannot be accurately determined for any school division until all divisions have returned the required participation data. Eisenhower Professional Development Program and Title IV, the Safe and Drug Free Schools and Communities Programs, and Title VI, Innovative Education Program Strategies. To be eligible for participation in these programs, a school must meet the following requirements: 1. Be in compliance with Title VI of the Civil Rights Act of 1964; Section 504 of the Rehabilitation Act of 1973; and the Age Discrimination Act. 2. Be certified as a nonprofit institution in accordance with Section 501(C)(3) of the U.S. Internal Revenue Code. If your school does not choose to participate in these programs, please complete only Items 1 through 3 in Section A, sign and return the form to the local school division superintendent. If your school wishes to participate in one or more of the above programs, please complete all items on this form and return it to the local school division superintendent by September 5, 1998.
