Public Hearing on Proposed Licensure Regulations for Special Education (learning disabilities, mental retardation, emotionally disturbed, and severe disabilities) |
During the January 8, 1998, meeting of the Board of Education, approval was granted to the Licensure Regulations for School Personnel in all areas except special education: mild-moderate disabilities and special education: moderate- severe disabilities. On February 26, 1998, the Board of Education approved a substitute proposal in the endorsement areas of special education-learning disabilities K-12, special education-mental retardation K-12, special education-emotionally disturbed K-12, and special education-severe disabilities K-12. Enclosed is a copy of the proposal for your information. A public hearing will be held on April 7, 1998, as part of the public comment process. The purpose of the hearing is for the Board of Education to receive comments or recommendations concerning the proposed licensure regulations in these four areas of special education. The public hearing will begin at 6:30 p.m. at L. Douglas Wilder Middle School, 6900 Wilkinson Road, Richmond, VA 23228 (telephone number- 804/261-5033). Registration for those wishing to speak begins at 6:00 p.m. Speakers are requested to limit their remarks to three minutes each. In the event a large number of persons request to speak, the hearing chairman may request that the time limit for each speaker be shortened to less than three minutes. A written copy of remarks is requested. Written comments may also be submitted directly to me until April 30, 1998.
