This memorandum is to advise you of new federal legislation sponsored by Congressman David Obey and co-sponsored by Congressman John Porter. The purpose of the legislation is to provide financial incentives for schools to develop comprehensive school reform based on reliable research and effective practices. A fact sheet is attached which outlines major components of the legislation. The legislation would allow Virginia to provide additional support for the Standards of Learning. Detailed information regarding Obey-Porter will be forthcoming. The state anticipates sending applications to school divisions in July.
