INFORMATIONAL

TO: Division Superintendents
FROM: Jo Lynne Demary, Assistant Superintendent for Instruction
SUBJECT: Comprehensive School Reform Model Demonstration Program (Obey-Porter Legislation)

This memorandum is to advise you of new federal legislation
sponsored by Congressman David Obey and co-sponsored by
Congressman John Porter.  The purpose of the legislation is to
provide financial incentives for schools to develop
comprehensive school reform based on reliable research and
effective practices.  A fact sheet is attached which outlines
major components of the legislation.  The legislation would
allow Virginia to provide additional support for the Standards
of Learning.  Detailed information regarding Obey-Porter will
be forthcoming.   The state anticipates  sending applications
  to school divisions in July.

If you have additional questions about this initiative, please
contact George H. Irby, Sr., Director of Compensatory Programs
  at (804) 225-2869.
