SUBJECT: State and American Flags

  
  Wilbert Bryant, Secretary of Education, has notified all State
  Agencies in the Education Secretariat that, effective
  immediately, Governor Gilmore has ordered all Virginia and
  United States Flags to be flown at half-staff from sunrise to
  sunset in honor of the two police officers killed in Washington,
  D.C.  This order is in effect until their entombment.  Please
  share this information with your appropriate staff as needed.
