FROM: Paul D. Stapleton

SUBJECT: Increased Graduation Requirements Adopted by Local School Boards

The Regulations Establishing Standards for Accrediting Public Schools in Virginia,
in 8 VAC 20-131-50, contain a provision that grandfathers approval of any graduation
requirements that exceed those prescribed by the Board of Education adopted by local
school boards prior to June 30, 1997. The grandfathered approval granted by the
standards expires June 30, 1999. Additionally, Governor's Schools that had requirements
that exceeded those of the Board were also grandfathered.

Since January 1998, the Board has approved several requests for additional requirements
by local boards and has extended the approval of some of the grandfathered requirements
until June 30, 2000 as provided for in the Guidance Document Re Requests for Additional
Graduation Credit Requirements and Requests to Allocate Electives From Local School
Boards. The Board will review all other grandfathered requirements at its meeting on
May 27.
