| SUBJECT: | Additional Guidance - Title IV: Safe and Drug-Free Schools and Communities Act (SDFSCA) Principles of Effectiveness |
The purpose of this memo is to provide additional
guidance about the implementation of the SDFSCA
Principles of Effectiveness. The Principles were
published as a final rule in the Federal Register, June
1, 1998 and apply to all SDFSCA funds obligated on or
after July 1, 1998. Previous notice about this rule was
sent under Supts. Memo No. 43, dated July 10, 1998.
Copies of the publication, "Nonregulatory Guidance for
Implementing the SDFSCA Principles of Effectiveness" were
provided to SDFSCA coordinators in all school divisions.
Briefly, the intent of the Principles is to ensure that
recipients of Title IV funds use those funds in ways that
preserve local flexibility, but are most likely to reduce
drug use and violence among youth. Recipients are also
required to coordinate their SDFSCA-funded programs with
other available prevention efforts to maximize the impact
of all the drug and violence prevention programs and
resources available.
At this time, the Virginia Department of Education has no
plans to develop a list of specific programs that are
eligible to be supported with SDFSCA funds. School
divisions will continue to have flexibility in selecting
programs as long as they meet the standard established by
the Principles of Effectiveness.

received from the U.S. Department of Education is
