| SUBJECT: | Clarification of Pre-Accreditation Eligibility Reporting |
Based on questions we have received, it appears there is confusion about several aspects involving reporting instructional staff information on Form UG.002--Certification of Pre- Accreditation Eligibility (reference ADMINISTRATIVE SUPTS. MEMO. NO. 49, June 26, 1999). The form asks that you report the number of instructional personnel in the school and the number of teachers who teach outside their endorsement areas. We hope that the following information will clarify any confusion that has arisen: *When reporting instructional personnel, do not include instructional aides, principals, guidance counselors or librarians. Include only full-time equivalent teachers. *Itinerant or part-time teachers should be counted for the percentage of the school day they spend in each school. *When reporting teachers who hold provisional licenses who may be teaching outside their areas of endorsement, report only those who do not have an endorsement for what they are teaching. For example, a teacher holding a provisional license with an endorsement in English but is teaching social studies should be reported as unendorsed. *Special Education teachers who hold conditional licenses should not be reported as unendorsed.
