Grant Awards for Special Education |
Part B (Section 613) Flow Through This memorandum is the official grant award notification under the provisions of the Individuals with Disabilities Education Act (IDEA) Amendments of 1997. The grant award is based on the per pupil amount of $619 multiplied by your division's December 1, 1998, count of children with disabilities ages 3-21. The amount of flow-through funds available to each division is reflected on the attached grant award list. This memorandum serves as the notice of the approval of your 1999-2000 Annual Special Education Plan. The award was predicated upon the approval by the State Superintendent of Public Instruction of your 1999-2000 Annual Plan for Special Education and Part B Funding Application. The total state grant under IDEA increased significantly for the period beginning July 1, 1999. The per pupil amount used to determine the local school division's grant increased by $64 over last year's amount. Because of the increase all school divisions must submit a budget amendment for the 1999-2000 grant period. The grant period extends from July 1, 1999, through September 3, 2001. Funds are provided to school divisions through a cost reimbursement process. Your division's expenditures will be reimbursed based upon an approved budget reflecting the actual award amount. Part B (Section 619) Preschool Grants This memorandum is the official grant notification to school divisions that have approved applications under Section 619 Early Childhood Special Education Programs. Awards are based on a formula that addresses the December 1, 1997, child count data for children ages 3 - 5 and population and poverty factors. The amount of each division's award is shown on the attached grant award list. The 1999-2000 grant period is July 1, 1999, through September 20, 2000. Funds may not be encumbered after September 30, 2000. Note: The beginning dates of the Section 613 and Section 619 grants are based on the date a substantially approvable annual plan and applications were submitted by the local school division to the Virginia Department of Education. The column headed "FIRST DATE FUNDS CAN BE OBLIGATED" indicates the date funds may be charged to the grant. Reimbursements Reimbursement for expenditures pursuant to this program cannot be honored if program or budget modifications are carried out without prior approval. Funds available under the provisions of IDEA, Part B, must be used to provide special education and related services to children with disabilities as outlined in your division's approved 1999-2000 applications (Flow Through or Pre-school). Requests for reimbursement must be submitted to the Virginia Department of Education within 60 days of the close of the grant period. This is necessary to ensure that the federal funds will be available to provide reimbursement to the localities. Amendments to the Annual Plan/Funding Applications Amendments to the policies and procedures submitted with the 1999-2000 annual plan and applications for federal funds must be submitted to VDOE when the school board approves them. Changes to procedures, forms, or other backup documentation submitted with the plan also should be submitted as implemented. The annual plan should be a reflection of current policies, procedures, and practices of the local school division.
