Item 138.B.9 of Chapter 935, 1999 Acts of Assembly, requires
the Superintendent of Public Instruction to furnish the
Chairmen of the Senate Finance and House Appropriations
Committees a report on salary improvement by December 1, 1999.
The following attachments outline the data and information
that need to be submitted to the department to complete this
report. Please provide this information, accompanied by the
certification statement from the Division Superintendent, to
the Department of Education no later than October 22, 1999.

Please review carefully the sections pertaining to the average
salary computation in the 1998-99 Annual School Report
(Administrative Supts. Memo. No. 54, dated July 9, 1999) prior
to completion of the Attachments. It is important that the
salaried positions of your locality (or regional center) be
presented accurately.
Please return Attachments B and D to Doris B. West, senior
budget analyst, P. O. Box 2120, Richmond, VA 23218-2120, by
October 22, 1999.

Instructions for Attachment B Report
I. Classroom Teachers
Include all personnel(regular classroom teachers,
curriculum and remedial specialists, special education
teachers, vocational teachers, guidance counselors,
librarians, other subject area teachers, homebound
teachers under contract, and itinerant teachers) for
regular day schools, grades K-12, regardless of the
source of funds (local, state, federal, other) from which
compensation is paid. Classroom teachers for Summer
School, Adult Education, or other Educational Programs,
including Preschool, are not to be included.
A. Fiscal Year 1999 Actual Compensation for Classroom
Teachers
The actual dollar amount of compensation for
classroom teachers in fiscal year 1999. This
should be the sum of object codes 1120, 1122, and
1620 in functions 61100, 61210,and 61230 and
object code 1122 in function 61320 of the fiscal
year 1999 Annual School Report.
B. Fiscal Year 1999 Actual FTE Classroom Teaching
Positions
The actual full-time equivalent number of all
classroom teaching positions in fiscal year 1999.
C. Fiscal Year 2000 Budgeted Compensation for Classroom
Teachers
The dollar amount of compensation budgeted for
classroom teachers in fiscal 2000. This should be
the sum of object codes 1120, 1122, and 1620 in
function 61100, 61210, and 61230 and object code
1122 in function 61320 that would be reported on
the Annual School Report in fiscal year 2000.
D. Fiscal Year 2000 Budgeted FTE Classroom Teaching
Positions
The full-time equivalent number of all classroom
teaching positions budgeted for fiscal year 2000.

The actual dollar amount of compensation paid for
principals for fiscal 1999. This should be the
sum of object code 1126 in function 61410, of the
fiscal year 1999 Annual School Report.

The actual full-time equivalent number of all
principal positions for fiscal 1999.
C. Fiscal 2000 Budgeted Compensation for Principals
The dollar amount of compensation budgeted for
principals in fiscal year 2000. This should be the
sum of object code 1126 in function 61410, that
would be reported on the Annual School Report in
fiscal year 2000.
D. Fiscal Year 2000 Budgeted FTE for Principal
Positions
The full-time equivalent number of all principal

A. Fiscal Year 1999 Actual Compensation for Assistant
Principals
The actual dollar amount of compensation paid for
assistant principals in fiscal 1999. This should
be the sum of object code 1127 in function 61410,
of the fiscal year 1999 Annual School Report.
B. Fiscal Year 1999 Actual FTE for Assistant Principal
Positions
The actual full-time equivalent number of all
assistant principal positions for fiscal year 1999.

Principals
The dollar amount of compensation budgeted for
assistant
principals in fiscal year 2000. This should be the
sum of object code 1127 in function 61410, that
would be reported on the Annual School Report in
fiscal year 2000.
D. Fiscal Year 2000 Budgeted FTE Assistant Principal
Positions
The full-time equivalent number of all assistant
principal positions budgeted for fiscal year 2000.
Attachment C
Improvement of Classroom Teacher Salaries
Instructions for Attachment D Report
On Attachment D, please provide a brief description of the action
taken to improve classroom teachers salaries in fiscal year 2000.
Examples of descriptions are:
1. Provide a 2% Cost of Living increase.
2. Provide a one step increase for all classroom teachers,
averaging 3%.
3. Pay in fiscal year 2000 for the first time the 5.0
percent teacher's (employee's) share of Virginia
Retirement System (VRS) contributions.
