SUPTS. MEMO. NO. 26
February 12, 1999
|FROM:||Paul D. Stapleton
Superintendent of Public Instruction
|SUBJECT:||SOL Tests -- Validity and Reliability|
Enclosed is a copy of a report prepared by the Department of Education, Division of Assessment and Reporting, which provides information on the evaluation of the validity and reliability of the Standards of Learning Tests by three university-based testing experts, based on the spring 1998 administration. The Virginia Board of Education has shared this report with the General Assembly. The report indicates that the SOL tests meet procedural validity criterion. In addition, the second criterion for validity-correlation with other measures of student performance, such as the Literacy Passport Test and the Stanford 9, has been met. Test reliability information based on statistical analysis of the results of the spring 1998 SOL test administration confirms that Virginia's SOL tests meet accepted technical requirements for reliability of scores. Please share the information from this report with the schools in your region. If you have any questions, please contact Cameron Harris, Assistant Superintendent for Assessment and Reporting, 804-225-2102. PDS/dta Attachment: A hard copy of this memo and its attach- ment will be sent to the superintendent's office.
