| SUBJECT: | 1999 Technology Literacy Challenge Fund Subgrant Application |
Superintendent's Memo #60, dated March 19, 1999, announced
the 1999 Technology Literacy Challenge Fund (TLCF) Grant to
the Department of Education. TLCF represents a funding
opportunity for school divisions to implement the training
components of state and division technology plans.
Guidelines for the 1999 subgrant include the optional
purchase of computers for teacher-loan programs and
software for training. One hundred and ten subgrants (that
can range from a minimum of $30,000 to a maximum of $60,000
per subgrant) will be awarded for proposals that are
innovative and use creative approaches to provide training
opportunities for administrators, teachers, library media
specialists, or other personnel.
A copy of the subgrant application is enclosed. The
application consists of two parts. The first part includes
an introduction providing information about the grant,
instructions for completing the application, and an
appendix of relevant documents. The second part is the
application packet that includes a cover page and
narrative, budget, project assurance and equitable access,
and participation description sheets.
These subgrants are provided through the United States
Department of Education; therefore, it is important that
school divisions take special note of all federal
requirements that are specified for local educational
agencies. This information is included in both the
instructions and application packet.
A completed application will require a signed original and
three copies of the following:

Application Subgrant
Budget
Project Assurance
Description of Equitable Access and Participation
Applications must be sent to the Department of Education,
Division of Technology, 18th Floor, 101 North 14th Street,
Richmond, Virginia 23219, and postmarked by Thursday,
September 30, 1999. Fax copies and electronic submissions
will not be accepted.
The project timeline indicates that subgrant awards will be
announced to school divisions no later than October 30,
