SUBJECT: Competitive Grant Applications (CGAs) for Even Start Programs

Under the requirements of the Even Start Family Literacy
Program funded under P.L. 103-382, Title 1, Part B, As
Amended, and the Virginia Consolidated State Application,
funding is available through the Competitive Grant
Application process for receipt of funds for Even Start
programs.

The purposes of funding Even Start projects are to:
(1) provide an opportunity to improve the educational
opportunities of children and adults by integrating early
childhood education and adult education into a unified,
family-centered program to help parents become full partners
in their children's education; and, (2) to assist children
in reaching their full potential as learners.

The Department of Education will host two technical
assistance meetings to provide specific instructions on the
grant application. The dates and locations are:

October 4, 1999 Department of Education, James
Monroe Building, 101 N. 14th
Street, Richmond, Virginia,
Conference Room B, 9:00 a.m. to
12:00 p.m.

October 6, 1999 Roanoke Academy, Theater in the
Round, Roanoke City Public Schools
9:00 a.m. to 12:00 p.m

Directions to these locations are enclosed. Please return the
intent form as indicated. The complete application package that
contains the forms, instructions, and guidance is enclosed. The
deadline for submission of applications is Friday, December 17,
1999.

We anticipate funding four to five projects for the 2000-2001
school year. Maximum grant awards will be $225,000 for the first
year of the project. A local education agency must apply in
partnership with a community-based organization.
