|SUBJECT:||Survey of Private Nonprofit Schools|
The Elementary and Secondary Education Act of 1965, as amended by the Improving Americaís Schools Act of 1994, provides in Section 6402 of Title VI and in Section 14503 of Title XIV that children enrolled in private nonprofit elementary and secondary schools are eligible to participate in programs authorized under the act. Each school division is obligated to inform private school officials within the divisionís attendance area that students in private nonprofit schools are eligible to participate in the Title II-Eisenhower Program, the Title IV-Safe and Drug-Free Schools programs, and Title VI-Innovative Education Program Strategies. Each school division is responsible for ascertaining the number of students enrolled in private schools that will participate in these programs. These enrollments will be used for the purpose of distributing Title II, Title IV, and Title VI entitlements.
New this year is the electronic submission of the Private School Participation Summary form to the Department of Education. This year the department is requesting that school divisions submit the enrollment data using an Excel template located on the departmentís Web site.
Attachments are enclosed to provide detailed instructions and forms for collecting and submitting the 1999-2000 school year enrollment data to be used to compute the entitlements for the 2001-2002 school year.

You must use Microsoft Excel version 97 or later to use all of the features contained in the spreadsheets. If you do not have Excel 97 or later, please contact the budget office staff at (804) 225-2025 for assistance. Please follow the steps below to access the file from the website:
Please complete the Excel template and e-mail it to the department at (mailto:firstname.lastname@example.org) no later than November 17, 2000. Entitlement allocations cannot be accurately determined for any school division until all divisions have returned the required participation data.
