SUBJECT: Preliminary FY 2000-2001 School Division Allocations Safe and Drug-Free Schools and Communities Act of 1994


 Enclosed you will find the estimated FY 2000 allocation of funds for school 
divisions for safe and drug-free schools.  These preliminary figures are provided 
to assist with planning for the 2000-2001 school year.  

The FY 2000 appropriations bill passed by Congress and signed by the President 
provided $445 million for the SDFSCA state and local grants program, but also 
required the Secretary of Education to make reductions in the Department's FY 2000 
funding equal to .38 percent of the total FY 2000 budget.  As a result of this 
required reduction, the Secretary of Education has established a funding level of 
$439,250,000 for the SDFSCA state and local grants program for FY 2000.

Congress also provided that only a portion of FY 2000 SDFSCA state and local grants 
programs funds may be awarded on July 1, 2000 and that the remainder of funds 
appropriated for the program may not be awarded until October 1, 2000.  As a result 
of this "advanced funding" strategy, 23 percent  of the funds will be awarded to 
school divisions on or around July 1, 2000.  The remaining 77 percent will be 
awarded on or about October 1, 2000. While the funding percentages may be slightly 
different, this process is similar to the "advanced funding" requirements employed 
for Title I funds over the past two years.

The enclosed tables provide estimates of school division allocations under SDFSCA 
state grants at the level appropriated by Congress. Final notification of 
allocations will be made to school divisions after the amounts have been confirmed 
by the U.S. Department of Education.
