|SUBJECT:||2000-2002 Funded SOQ Instructional Positions|
Superintendentís Memorandum Number 1 (Regulatory), dated March 17, 2000, provided information on the Direct Aid to Public Education appropriation adopted by the 2000 General Assembly for the 2000-2002 biennium. A significant portion of the appropriation provides funding for the state share of the cost for the Standards of Quality (SOQ) instructional positions calculated for each school division.
Attachment A provides a brief narrative outlining the methodology used to calculate the funded SOQ instructional positions. In addition, Attachment B provides the instructional staffing standards effective for the 2000-2002 biennium. These standards were applied to the base year (i.e., fiscal year 1999) enrollment data and adjusted for projected enrollment changes (increases or decreases) to calculate the 2000-2002 funded instructional positions.
The funded positions shown in the remaining attachments for each locality are based on data contained in the SOQ funding model used by the 2000 General Assembly. These funded positions are the basis for the individual SOQ per pupil amounts calculated for fiscal years 2001 and 2002.
