SUBJECT: Average Teacher Salary Survey for Fiscal Year 2001

Item 143 B.9. of Chapter 1073, 2000 Acts of Assembly, states: "The Superintendent of Public Instruction shall provide a report on the status of teacher salaries, by local school division, to the Chairmen of the Senate Finance and House Appropriations Committees by December 1, of each year of the biennium."

The Department collects information regarding average teacher salaries using the attached survey (Attachment A) and certification form (Attachment B). For fiscal year 2001, the survey and certification form are provided as part of an Excel template that is to be completed by all school divisions, regional centers, and Governor’s Schools. This information must be returned to the Department by November 3, 2000. The template is located on the Department’s website and can be downloaded from the following address:

To download the Excel template, you may either enter the complete Web address as printed above or log onto the department's website at http://www.pen.k12.va.us. From this home page, select the drop-down box titled "DOE Offices," click on "Finance," click on "Budget," click on "Current Data Collections," and click on "Average Teacher Salary Survey." You must use Microsoft Excel version 97 or later to use all of the features contained in the spreadsheets. If you do not have Excel 97 or later, please contact budget office staff at (804) 225-2025 for assistance. Please follow the steps below to access the file from the website:

  1. After you click on the file name on the website, you will be prompted to either open the file or save it to a drive. You may choose either option.

  2. A box will appear warning you that the file contains macros. The box will prompt you to either disable the macros or to enable the macros. In order for the template to operate correctly, you must click on the "ENABLE MACROS" button.
The Excel template consists of three spreadsheets. The first spreadsheet contains instructions for completing the survey and the certification form. The second spreadsheet, labeled "Average Salary Survey," contains the survey instrument. This sheet contains descriptions of the data that is to be reported in the survey and automatically calculates average salaries for classroom teachers, principals, and assistant principals. The third spreadsheet, labeled "Certification Form," provides space to describe actions that will be taken in fiscal year 2001 to improve average teacher salaries and includes the certification that must be signed by the division superintendent.

Please complete the Excel template and e-mail it to theDepartment at (mailto:k12budget@mail.vak12ed.edu). Please return a hard copy of the certification form, signed by the division superintendent, to Virginia Department of Education, Attention: Budget Office, P.O. Box 2120, Richmond, Virginia 23218-2120. Both submissions are due no later than November 3, 2000.
