SUBJECT: 2001-2002 Wachovia Tutoring Partnership

I am pleased to solicit a request for proposals to participate in the 2001-2002 Wachovia Tutoring Partnership. The purpose of this program is to provide research-based tutoring for first-grade students identified by the PALS screening tool of the Early Intervention Reading Initiative as needing additional help with reading.

Wachovia Bank, through the Department of Education, will make funds available to establish a first-grade, one-on-one tutorial program. The initial goal of the partnership is to fund seven schools to participate in this program for up to three years. Each participating school will receive start-up funds of $15,000 and additional funds of $7,000 for each of the next two years they meet the required criteria. A minimum of one award will be made for each Wachovia service region.

As a requirement for continued funding, all schools must submit an interim report and a final report, as well as submit PALS test data for each child in the program for evaluation purposes. Each site is expected to use the University of Virginia's Book Buddies program which is a field-tested, research-based model, and to demonstrate that the targeted children are making progress.

The Wachovia Tutoring Partnership is open to all Virginia public elementary schools participating in the Early Intervention Reading Initiative at the first-grade level and within a 20-mile radius of a Wachovia office. Competitive applications must be submitted with the division superintendent's signature. Applications will be evaluated on demonstrated need and quality as determined by the responses provided in the grant application that must be submitted by June 1, 2001. Proposals should be mailed to:
