Remedial
Summer School Funding for Fiscal Year 2003 (Summer 2002 Program) |
State funding
is provided in the 2002-2004 appropriation act (Chapter 899, 2002 Acts of
Assembly) for those school divisions opting to offer a remedial summer program
in summer 2002 (fiscal year 2003) pursuant to Section 22.1-253.13:1 C., Code
of Virginia. For fiscal year 2003,
state payments will be based on the state share of $355 per eligible pupil,
subject to the availability of state funds.
The state share of the per pupil payment will be based on the composite
index of local ability-to-pay for each school division.
School
divisions must file Part I of their remediation program plan (see
Administrative Superintendents Memorandum Number 30 dated May 28, 2002, and
Informational Superintendents Memorandum Number 78 dated May 31, 2002) before
fiscal year 2003 remedial summer school entitlements will be paid. Block grant language in the 2002-2004
appropriation act that provides flexibility in the use of certain state
remediation funds does not apply to state remedial summer school funds;
therefore, Part I of the remediation program plan must be filed as outlined in
Administrative Superintendents Memorandum Number 30 and Informational
Superintendents Memorandum Number 78.
After Part I of the remedial program plan and the estimated remedial summer school program enrollment in Attachment A are received and approved by the department, a one-third payment of the estimated fiscal year 2003 entitlement will be made. When final enrollment in Attachment B is received and approved, the remaining fiscal year 2003 payment will be issued subject to the availability of funds. In the event the number of students submitted for reimbursement exceeds the available state appropriation, final payments may have to be prorated.
Please return the completed Attachment A to Mrs. Leigh H. Williams, senior budget analyst, no later than August 16, 2002. Attachment B should be returned no later than September 13, 2002. Both attachments may be faxed to Mrs. Williams at (804) 225-2300; however, an original copy of Attachment B with an original signature should also be mailed to the department. School divisions opting not to receive state remedial summer school funding for fiscal year 2003 should return both attachments indicating No Funding Requested and zero enrollment as appropriate.
