SUPTS. MEMO NO. 40

July 18, 2003

ADMINISTRATIVE

TO:

Division Superintendents

FROM:

Jo Lynne DeMary

Superintendent of Public Instruction

SUBJECT:

Submission of Division Remediation Report for Summer 2002

Due Date: September 1, 2003

Regulation 8-VAC-20-630, Attachment A, provides standards for state-funded remedial programs and requires school divisions to report specified data pertaining to their state-funded remedial programs and annually evaluate the success of those programs.

As indicated in Superintendents Regulatory Memo No. 1, dated March 15, 2002, Attachment A, changes to the fiscal year 2002-2003 budget (HB/SB30) adopted by the General Assembly restored language in the budget to provide flexibility in the use of Standards of Quality (SOQ) and Standards of Learning (SOL) remediation funds. During fiscal year 2002-2003, school divisions could choose to use state payments provided for SOQ and SOL remediation as a block grant, without restrictions or reporting requirements, other than those that are necessary for determining funding for the program. The block grant language did not include state-funded remedial summer school programs held in 2002.

In Superintendents Administrative Memo No. 30, dated May 28, 2002, divisions were informed that data specified in 8-VAC-20-630 regarding 2002 summer remedial programs must be submitted to the Department of Education by September 1, 2003.

The department has developed an electronic form for reporting this data. This report and directions for its use are available at the following website: http://www.pen.k12.va.us/VDOE/Instruction/remediationreg.html. All reports will be submitted electronically to ksmith@mail.vak12ed.edu.

If you should have any questions regarding the completion of this report, please contact Kathleen Smith (mailto:ksmith@mail.vak12ed.edu), remediation program

specialist, at (804) 786-5819.
