Education English Literacy/Civics Education Program Subgrant Application

The Virginia
Department of Education will make $648,370 available for English
Literacy/Civics Education projects authorized by the Workforce Investment Act
of 1998, Adult Education State Grants Program PL 105-220. Grants will be authorized for 15 months.
The purpose
of the Virginia EL/Civics Education program is to support projects that
demonstrate effective practices in providing and increasing access to English
literacy programs linked to civics education.
Participants should be able to increase their English proficiency in
reading, writing, speaking, and listening in order to understand governmental,
educational, and workplace systems and key American institutions such as
banking and health care. New classes
may be started or existing programs may be enhanced by incorporating civics
education into English for Speakers of Other Languages (ESOL) classes, conducting
outreach activities, or increasing the number of students receiving ESOL.
All EL/Civics
Education grant applicants shall incorporate health literacy and use technology
as a major delivery system.
School
divisions, postsecondary institutions, and private not-for-profit 501(c)(3) community-based
organizations that have historically served populations described as English
for speakers of other languages are eligible applicants in accordance with the
requirements stated in the Federal
Register, dated November 17, 1999, and
the approved Virginia State Plan for Adult Education and Family Literacy,
1999-2004. Recipients should show how
they would work together with other state and local agencies in delivering
services without duplicating existing services.
Projects may
request up to $75,000 per year. No
project will be funded for less than $10,000.
No match is required.
To be
considered for funding, your application must be received no later than 4:30
p.m. on March 7, 2003. The application
