Revised 2002
Triennial Census Count |
The
triennial census count is used to distribute the estimated one percent sales
tax proceeds for public education as part of the Basic Aid formula and to
distribute the actual cash payments of these proceeds. Attachment A shows the latest 2002 Triennial
Census count for each school division (the 1999 count is shown in comparison).
Please
note that the 2002 census data in Attachment A differs from that used in the
entitlements contained in Informational Superintendents Memorandum Number 171,
dated December 23, 2003 (Governors amendments to the 2002-2004 biennial
budget). Subsequent to issuing that
memorandum, corrected 2002 census data were submitted by two school divisions. The census count contained in Attachment A
reflects those corrections.
The January 16, 2003,
sales tax cash payments to school divisions were made prior to the receipt of
the corrected census counts and, as a result, require adjustment. It is anticipated that the corrected 2002
census count will be used for distributing the sales tax payments beginning
with the January 31, 2003, payment. In
addition, the January 31 payment will contain a one-time adjustment to correct
for the January 16 payments made on the uncorrected census
data. The corrected January 31 payments
and one-time adjustments as received from the Virginia Department of Accounts
are shown in Attachment B.
These corrections have
been provided to the General Assembly.
Changes to state Basic Aid funding for fiscal years 2003 and 2004, based
on the corrected 2002 census data, will require action by the 2003 General
Assembly. We will notify you of any
changes to Basic Aid funding that may occur as a result of the corrected 2002
census data as information becomes available during the session.
