SUBJECT:

Proposed Criteria for the Board of Education Diploma Seal for Excellence in Civics Education (HB1503)

The General Assembly this year approved House Bill 1503 that directs the Board of Education to establish by July 1, 2003, criteria for awarding a diploma seal for Excellence in Civics Education and understanding of the state and federal constitutions and the democratic model of government for the standard and advanced studies diplomas. In compliance with this legislation, the board had to consider criteria for (i) successful completion of history, government, and civics courses, including courses that incorporate character education; (ii) voluntary participation in community service or extracurricular activities; and (iii) related requirements as it deems appropriate.

Proposed criteria for an Excellence in Civics Education diploma seal were presented to the Board of Education on May 28, 2003. The Department of Education invites you to review and comment on the criteria that are attached to this memorandum. Comments will be accepted until June 20, 2003. Comments should be submitted to Colleen Bryant at the Department of Education, P.O. Box 2120, Richmond, VA 23218-2120 or e-mailed to her at the address below.

If you need additional information about the proposed criteria for the Excellence in Civics Education diploma seal, please contact Mrs. Colleen Bryant, (cbryant@mail.vak12ed.edu), history and social science specialist, at (804) 786-4640.
