The Governors Youth Public Safety Advisory Council Superintendent Selection


Governor Mark R. Warner and Secretary of Public Safety John W. Marshall have created the Governors Youth Public Safety Advisory Council (GYPSAC). The council serves as a vehicle for soliciting the opinions and feedback of Virginia high school youth concerning school and community safety issues. GYPSAC offers youth in the commonwealth the opportunity to meet with public safety professionals to discuss public safety issues.


On Monday, November 10, 2003, GYPSAC will hold a Speakout! Session targeting youth in Superintendents Regional Study Group 4. The purpose of this session is to provide the opportunity for youth in the Northern Virginia region to speak to public safety professionals from all areas of government about safety issues in their communities and schools. Up to 50 high-schools-aged youth in Superintendents Regional Study Group 4 will attend the Speakout! Session facilitated by the VCU Center for Public Policy. Superintendents in this region may partner with GYPSAC and serve a key role in selecting the youth who will become council participants.


Superintendents from the following school divisions in Northern Virginia may select one student from each high school in their division to be a GYPSAC participant. The identified school divisions for the November 10 GYPSAC Speakout! Session include: Alexandria City, Arlington County, Clarke County, Culpeper County, Fairfax County, Fairfax City, Falls Church City, Fauquier County, Frederick County, Loudoun County, Madison County, Manassas City, Manassas Park City, Orange County, Page County, Prince William County, Rappahannock County, Shenandoah County, Warren County, and Winchester City.


Superintendents are encouraged to select youth with demonstrated leadership ability, involvement in school activities, and a commitment to enhancing and improving the safety and security of their school and community. Superintendents are also encouraged to select leaders in student government associations, school clubs committed to enhancing school and community safety and drug prevention, and other student leaders. Rising sophomores and juniors are preferred; as participants they will bring information they discussed at the council to their homes and schools. Participants are responsible for transportation to and from the Speakout! Session.
