Spring 2005 Administration of Stanford English Language Proficiency (SELP) Test

 

As stated in Informational Superintendents Memorandum, Number 132, June 25, 2004, the state-approved English language proficiency assessment for the 2004-2005 school year as required in Section 1111 (b) (7) of the No Child Left Behind (NCLB) Act of 2001, will be the Stanford English Language Proficiency (SELP) test. The SELP test, developed by Harcourt Assessment, Inc., will assess the speaking, listening, reading, and writing skills of all limited English proficient (LEP) students as required by NCLB. A separate form of the SELP test is available for each of the four grade clusters defined in Virginias English Language Proficiency Standards of Learning: K-2, 3-5, 6-8, and 9-12.

 

Schedule for Administration of SELP Tests

 

March 28 - April 29, 2005 SELP testing window for Level 1 and Level 2 Limited English Proficiency (LEP) students at grades 3, 5, and 8 who will use this assessment as a substitute for the SOL English: Reading test. Answer booklets must be shipped by May 6, 2005.

 

March 28 June 10, 2005 SELP testing window for Level 1, Level 2, Level 3, and Level 4 LEP students in grades K-12; and all LEP students on monitor status who will not use this assessment as a substitute for the SOL English: Reading test. Answer booklets must be shipped by June 17, 2005

 

Score reports will be returned to school divisions within five weeks after Harcourts receipt of error-free scorable answer booklets.

 

SELP Administrative Responsibilities

It is suggested that responsibilities for the administration of the SELP be shared between the Division Directors of Testing (DDOTs) and the English as Second Language (ESL)/Title III Coordinators in the following way. The DDOT and ESL Coordinator will jointly determine test dates and schedules including make-up sessions, ensure that the answer booklets documents are coded correctly, monitor test administration, and ensure test security guidelines are followed.

Division Director of Testing

The DDOT may assume the responsibility for ordering, receiving, distributing, collecting, and returning secure and non-secure test materials, identifying and resolving test irregularities, and receiving and distributing score reports.

 

ESL Coordinator (or another designee)

The ESL Coordinators may assume the responsibility for working with the appropriate school staff to identify students to be tested, arranging locations for testing, identifying test Examiners/Proctors, receiving training materials, and training test Examiners/Proctors.

 

 

SELP Training Opportunity

 

Attendance Registration

All participants must pre-register for the SELP training sessions, using the attached registration form. Participants are requested to submit registration at least 10 days prior to attendance. Upon receipt of registration, a confirmation notice and directions to the hotel will be sent to each participant from Harcourt Assessment, Inc. Should there be inclement weather and a need to cancel, you will be notified and the training session(s) will be rescheduled. Hotel Lodging Information

Individuals are responsible for lodging expenses and must contact the hotel to make reservations. When making reservations, please indicate that you are participating in the Stanford English Language Proficiency (SELP) Training Meeting. A block of lodging rooms is being held at the state rates. Reservations must be guaranteed to a credit card. You must notify the hotel holding your reservation of any cancellations or changes in arrival or departure dates at least 24 hours prior to scheduled arrival date. Reservations made after the cut-off date will be accepted on a space available basis and rates are subject to the standard posted rates.

 

SELP Regional Meetings for DDOTs and ESL/Title III Coordinators

Harcourt Assessment, Inc. will conduct regional training for division-level staff, DDOTs, and ESL/Title III Coordinators. The purpose of this training is to outline modifications that have been made to the SELP test for Virginia, review school divisions responsibilities for administering the test, and review newly designed sample score reports. This meeting will be conducted in two locations. School divisions are invited to register up to three representatives for either one of the following sessions:

SELP Regional Training Sessions for School-Level Staff

Harcourt Assessment, Inc. will conduct regional training workshops for school-level SELP test coordinators and/or staff responsible for the training of SELP Examiners. The purpose of this training is to review training materials, demonstrate and practice how to administer each of the four components of the test, and demonstrate how to administer and score the speaking component of the assessment. School divisions are invited to register up to five representatives for one of the following locations.
