House Joint Resolutions That Affect Education

 

The 2004 General Assembly passed several joint resolutions that affect public education. These resolutions call for the Superintendent of Public Instruction to disseminate copies to school divisions so that these divisions will be apprised of the sense of the General Assembly in each of these matters. The resolutions are described below.

 

 

This joint resolution encourages school boards to use performance-based contracts to evaluate division superintendents, given the advent of revised Standards of Learning and with the increased emphasis on school reform. The resolution defines performance-based contracts as agreements between division superintendents and the school board that set priorities for performance and leadership qualities that promote the success of teachers and students, outline standards for school improvement, tie the superintendent's salary to student achievement and certain other indicators of job performance, and provide time for implementing change.

 

This joint resolution recognizes the leadership and contributions of the local career and technical education advisory councils to the quality of career and technical education in Virginia. The resolution calls for the legislative Advisory Council on Career and Technical Education to recognize the members of the local career and technical education advisory councils through a 2004 recognition ceremony and through certificates of appreciation for work in supporting and promoting career and technical education.

 

 

This joint resolution urges school divisions to provide age-appropriate and culturally sensitive health, nutrition and physical education. This education is necessary in order to develop the knowledge, attitudes, skills, and behaviors required for students to adopt and maintain healthy eating habits and physically active lifestyles.
