Annual Measurable Achievement Objectives for Progress and Proficiency |
In order to
comply with the accountability requirements stipulated in section 3122(b)(1) of
the No Child Left Behind Act of 2001, Title III: Language Instruction for Limited English
Proficient (LEP) and Immigrant Students, the state must hold school divisions
accountable for making annual measurable achievement objectives for progress
and proficiency as determined by a valid and reliable assessment of English
proficiency. The statewide English language proficiency progress and
proficiency results will be reported to the United States Department of
Education (USED) as part of the Title III Biennial Report as required in
Section 3123(a). USED will report the
statewide data to the Committee on
Education and the Workforce of the House of Representatives and the Committee
on Health, Education, Labor, and Pensions of the Senate as required in section
3123(b).
The purpose
of this memorandum is to notify school divisions that English language
proficiency progress and proficiency determinations for school divisions are
