SUBJECT:	Seeking Comment on Draft Document: Board of Educations Comprehensive Plan: 2005-2010

On behalf of the Board of Education, I am pleased to transmit a draft copy of the Board of Educations Comprehensive Plan: 2005-2010, submitted pursuant to 22.1-253.13:6, Code of Virginia. The document (attached) updates the objectives set forth in the boards previous plan, entitled Six-Year Plan: 2003-2008. Building upon the previous plan, the two-year update reflected in the attached document provides the framework for resources and policy development to guide the major priorities of the Board of Education for the coming several years.

The board seeks your comments and suggestions for changes and additions to any part of the draft. Please share this document with other personnel in your division, as you deem appropriate. The boards plan will be modified based on public comments, with final adoption expected at the September 21, 2005, meeting.

The draft contains the following information:

• Statements of the Board of Educations vision and mission, which provide the framework for leadership, advocacy, and oversight for the public education system in Virginia.

An assessment of the extent to which the objectives for public education are being met and an outline of what the board views as persistent and troubling needs that remain to be met.

• Projections showing that Virginias public school enrollment of 1.2 million students will grow by about 43,000, or four percent, between 2005 and 2008.
• Demographic trends showing clearly that diverse population groups (i.e., limited English proficient and economically disadvantaged families) are increasingly making up a larger proportion of the overall population and that Virginia is experiencing shortages of teachers in certain subject areas.
• The Board of Educations objectives for action for 2005-2010.
