SUPTS. MEMO NO. 220

October 28, 2005

INFORMATIONAL

TO:

Division Superintendents

FROM:

Jo Lynne DeMary

Superintendent of Public Instruction

SUBJECT:

Reimbursement for Industry Certification Examinations, Licensure Tests, and Occupational Competency Assessments Passed by Students for School Years 2004-05 and 2005-06

The Virginia Department of Education is pleased to announce funding for student credentialing appropriated by the 2005 General Assembly. Reimbursement will be available upon application to the Department of Education for industry certification examinations, licensure tests, and occupational competency assessments (NOCTI) that were taken by students during the 2004-2005 school year.

Reimbursement may also be available (until the 2005 General Assembly allocation has been spent) for the above types of credentials that are taken by students during the 2005-2006 school year. Reimbursement of these expenditures will be made from available funds after all 2004-2005 school year reimbursements have been paid.

The student credentialing reimbursement is restricted to those industry certification examinations, licensure tests, or occupational competency assessments that have been approved by the Board of Education for the student-selected verified credit option. A list of board-approved assessments may be found at http://www.doe.virginia.gov/VDOE/Instruction/CTE/memos/seals/certifications.doc. Reimbursement cannot be made if Perkins funds have already been used as payment for costs associated with a specific credential. Reimbursement can also be requested if students have personally paid for industry certification examinations, licensure tests, or occupational competency assessments, and the educational entity has reimbursed the student for such costs.

Reimbursement data (using the appropriate form) should be returned by December 16, 2005, for student credentialing expenditures for the school year 2004-2005. These expenditures must cover examinations and assessments that were taken by students by June 30, 2005.

For student credentialing expenditures for the school year 2005-2006, reimbursement data (using the appropriate form) should be returned by June 5, 2006. These expenditures must cover examinations and assessments that were taken by students during the 2005-2006 school year, but not later than May 30, 2006.

School divisions may use, as a reference point, the credentialing data that were reported to the Office of Career and Technical Education in July 2005; however, documentation of any reimbursement claims must be retained in the school division and must be available for audit in accordance with state law governing the retention of financial records.

A reimbursement form is attached to this memorandum. For information about a specific industry certification or any related reimbursement issue, contact Gordon Creasy (Gordon.Creasy@doe.virginia.gov), specialist for industry certification and licensure, Office of Career and Technical Education, at 804-225-2057.
