of Policies Related to Title I Parental Notification and Parental Involvement
Under the No Child Left Behind Act of 2001 |
The purpose
of this memorandum is to remind school divisions of their obligation to notify
parents of students in Title I schools of their right to know certain
information. Schools must also develop
written policies related to parent involvement.
A Parents Right to Know
Under the No Child Left Behind Act of 2001
(NCLB), Section 1111(6)(A)(B)(C), A Parents Right to Know, at the beginning
of the school year local school divisions must advise parents in Title I
schools that they may request information regarding the professional
qualifications of the students classroom teachers.
In addition, schools that receive Title I funds must provide to individual parents:
a) information on the level of achievement of the child on state academic assessments in reading and language arts; and
b) timely notice if the child has been assigned, or has been taught for four or more consecutive weeks by, a teacher who is not highly qualified.
The information must be mailed to parents in an understandable, uniform format and, to the extent practicable, provided in a language that the parents can understand.
Attachment A provides the complete text of the requirements in the law under A Parents Right to Know.
Parental Involvement
Policy Requirements
Section 1118(h) of NCLB requires states to review the local school divisions Title I parental involvement policies and practices to determine if the policies meet the requirements. Attachment A provides the complete text of the requirements for local school divisions related to parental involvement policies.
To assist the Office of Program Administration and Accountability in complying with the law, please forward a copy of your divisions Title I parental involvement policies and practices to Shady Clark, Title I specialist, by Friday, February 3, 2006. The parental involvement policies may be sent electronically to Shady.Clark@doe.virginia.gov or by mail to Shady Clark, Title I specialist, Office of Program Administration and Accountability, Virginia Department of Education, P. O. Box 2120, Richmond, Virginia 23218-2120.
