INFORMATIONAL

Division Superintendents

FROM:

Billy K. Cannady, Jr.

Superintendent of Public Instruction

SUBJECT:

Learn and Serve Virginia (LSV) 6-12 School-Based, Environmental Service-Learning Grants Program

The Virginia Department of Education will make funds available through a grant from the Corporation for National and Community Service (CNCS), Learn and Serve America (LSA), to support school-based, environmental service-learning projects in Virginia schools and school divisions, grades 6-12. Competitive grant proposals from public schools and public school divisions are being invited under this announcement.

Service-learning is a teaching and learning strategy that integrates meaningful community service with instruction and reflection to enrich the learning experience, teach civic responsibility, and strengthen communities. Learn and Serve America funds K-12 programs in all states through three-year formula grants to enable local schools to integrate community service with educational content areas. For further information visit the following website: http://www.learnandserve.org/.

The purpose of the Learn and Serve Virginia 2006-2007 grants and continuation grants in 2007-2009 is to integrate the Virginia Standards of Learning in grades 6-12 with numerous existing environmental initiatives and partnerships in an effort to increase environmental, particularly watershed, stewardship. This includes water quality studies and watershed restoration. Projects will build on the successes of current service-learning projects and follow the guidelines such as those outlined for a Meaningful Watershed Educational Experience, part of the Chesapeake Bay 2000 Agreement (http://www.vanaturally.com/pdf/c2k.pdf) and A Business Plan for Environmental Education in the Commonwealth of Virginia (http://www.vanaturally.com/businessplan.html). The maximum amount of $25,000 will be funded to 12 to 15 successful subgrantees. Each dollar of federal funds requested must have a local match.

The Request for Proposals is attached to this memorandum. Completed proposals must be received by the Virginia Department of Education no later than 4 p.m. Friday, October 27, 2006. The deadline for submission of the Intent to Submit Form is September 11, 2006. Interested applicants and community partners are invited to participate in a Learn and Serve Virginia bidders workshop at 10 a.m. on September 13, 2006, in Conference Room C of the James Monroe Building, 101 N. 14th Street, Richmond, Virginia. Those unable to attend the bidders workshop may participate in a conference call at 2:30 p.m. on September 13, 2006.
