Career and Technical Education Federal Perkins Act Revised
Funds for July 1, 2006, Through June 30, 2007 |
The Department of Education must revise its Career and
Technical Education Federal Perkins allocations for the 2006-2007 school year
as listed in Superintendents Memorandum, Informational No. 138, dated July 21,
2006. These revisions are necessary
because of a U.S. Census Bureau error in processing the data used to generate
the poverty data that the Virginia Department of Education must use to calculate
the Perkins Act, Title I, Part A, Grants to Local Educational Agencies
(LEAs). This error, which was reported
to us by the Census Bureau, changes the number of children from low-income
families counted in the Title I, Part A, formula used to calculate the
2006-2007 LEA allocations. Please refer
to the attachments for the revised funding allocations and the request for
reimbursement form.
The grant period extends from July 1, 2006, through June 30,
2007; however, the funds will be distributed to the state in two
allocations. Thirty-four percent was
available beginning July 1, 2006, through June 30, 2007. Beginning October 1, 2006, the remaining 66
percent is available through June 30, 2007.
There is no provision for Perkins funds to be carried over to the next
school year, which means that all funds must be spent by June 30, 2007.
Attachment A is a printout reflecting 34 percent of the revised
Perkins allocation available to each school division beginning July 1,
2006. Because the state and school
divisions cannot expend more than the 34 percent allocation during the July 1
through September 30, 2006, time period, funds will be distributed on a
reimbursement basis for actual expenditures not to exceed the 34 percent
allocation.
Attachment B lists the remaining 66 percent of the revised
allocation that is available October 1, 2006, through June 30, 2007. These funds also will be distributed on a
reimbursement basis.
Attachment C lists the 2006-2007 total Perkins revised funds
allocation and the change in entitlement.
Each school division must submit a revised CTEMS 2B and 2C
of the approved local plan, prior to expenditure of revised 2006-2007 Perkins
funds.
Reimbursement for this program should be made through the
Single Sign on Web Application System (SSWS) through the Online Management of
Education Grant Awards (OMEGA). If you
do not have access to this system, please e-mail Omega.Support@doe.virginia.gov
to establish your user permission. All
expenditures must be consistent with the approved local application.
