SUPTS. MEMO NO. 27

June 29, 2007

ADMINISTRATIVE

TO:

Division Superintendents

FROM:

Billy K. Cannaday, Jr.

Superintendent of Public Instruction

SUBJECT:

2007 Annual Report, Programs for the Gifted

In 1999, the Code of Virginia was modified to include the following provision:

Each local school division shall submit the annual report, Programs for the Gifted, as required by Board regulations, to the Department of Education. [22.1-18.1]

The 2006-2007 annual report, Programs for the Gifted, will be collected through the Department of Educations Single Sign-On for Web Applications Systems (SSWS). Access to the application, Gifted Education, for school division personnel should be requested through the school divisions SSWS account manager.

This application will collect teacher training and program services data only. The divisions student membership and referral data will be drawn from the school divisions end-of-year student records collection. If the school division has not yet submitted the end-of-year student records data, the application will display a message indicating that the user may not proceed until the school divisions student records data are submitted.

Teacher Data: The application will ask for the number of both full- and part-time teachers of the gifted as specified in the school divisions approved local plan for the gifted. Further, the report will solicit information about the training and credentials those teachers held or obtained in 2006-2007.

Program Services: Individual program services pages will be generated to allow the school divisions to report the options available for identified students. For example, if a school division identifies and serves students in only one program, such as general intellectual ability, that single program page will be created for the collection of the school divisions services data.

After entering its teachers and program services data, each division must print a verification report for the superintendents signature. The signed verification report should be mailed to Dr. Barbara McGonagill, Specialist, Governors Schools and Gifted Education, Office of Middle/High School Instruction, Virginia Department of Education, P.O. Box 2120, Richmond, VA 23218-2120, before August 15, 2007.

Gifted education coordinators will be able to search the database of information submitted by divisions for school years 2004, 2005, and 2006. After August 15, 2007, the 2006-2007 data will also be searchable by school division gifted education coordinators.

A new feature in the application will allow a division to print out its gifted annual report student data and program summary data. Both items are available when the division clicks on Reports through the Gifted Home navigation tool on the left blue bar on the screen.

Questions regarding the document or the process may be addressed to Dr. Barbara McGonagill by e-mail at Barbara.McGonagill@doe.virginia.gov, or by telephone at 804/225-2884.

Thank you for your assistance with this activity and your continued support of gifted education.
