2007 Study of Home Instruction in Virginia

 

Prior to the 2006 General Assembly Session, option one of

22.1-254.1.A of the Code of Virginia allowed a parent to elect to home school a child if the parent held a baccalaureate degree in any subject from an accredited institution of higher education. This option was changed when, during that session, SB 499 and HB 1340 deleted that requirement and amended that section of the Code to allow a parent to elect to home school a child if the parent holds at least a high school diploma and meets the other statutory requirements. In addition, SB 499 contained an amendment from the Governor that directed the Department of Education to monitor implementation of the bill and communicate any findings and recommendations as are appropriate to the 2008 Session of the General Assembly. In order to meet these requirements, this Department is asking all school divisions to complete a survey regarding home schooled students. The survey requests information for the 2007-2008 school year. It does not include children who are approved for a religious exemption or children who have tutors approved by the local school superintendent as prescribed in 22.1-254, the compulsory attendance law. All school divisions must participate in this survey. The information provided will be compiled and submitted to the 2008 General Assembly and will also include a listing of all school divisions and their status regarding this survey.

 

The survey form will be available to all divisions on the Departments website using the Web-based File Submission process (Single Sign-on for Web Systems or SSWS) beginning September 7, 2007. The survey must be completed by September 28, 2007. Instructions for completing this report using the Departments SSWS are attached.
